This stage aims to verify the investor’s eligibility and the site’s suitability before starting construction or renovation.
  • Legal Documents:
    • Commercial Registration: The establishment must have a valid commercial registration that includes the activity "General Medical Complex".
    • Ownership Deed or Lease Contract: Submit a copy of the ownership deed or lease contract for the site. The lease must be for a minimum of 5 years.
  • Site and Plans:
    • Municipality Approval: Obtain approval from the Ministry of Municipal and Rural Affairs and Housing for the site.
    • Preliminary Engineering Plans: Submit preliminary engineering plans for the complex, approved by an engineering office. The plans must show:
      • Distribution of specialized clinics.
      • Emergency room.
      • Laboratory.
      • Radiology unit.
      • Patient waiting areas.
Second: Requirements for Final Operating License
After obtaining preliminary approval and completing construction and outfitting, this stage begins to obtain the final license.
  • Engineering and Technical Requirements:
    • Building Permit: Submit a copy of the building permit issued by the Ministry of Municipal and Rural Affairs and Housing.
    • Civil Defense Approval: Obtain approval from the General Directorate of Civil Defense.
    • Infection Control System: A comprehensive infection control system must be in place, including a system for handling medical waste.
    • Ventilation and Lighting: All clinics and facilities must be equipped with proper ventilation and adequate lighting.
  • Specialized Medical Staff:
    • Medical Director: Must be a qualified Saudi physician with a valid professional classification from the Saudi Commission for Health Specialties and at least 2 years of experience.
    • Medical Team: All healthcare staff (doctors, technicians, nurses) must hold a valid professional classification from the Saudi Commission for Health Specialties.
    • Staffing Ratios: Comply with the minimum required medical and administrative staff according to the number of specialized clinics.
  • Equipment and Facilities:
    • Specialized Clinics: The complex must include fully equipped specialized clinics (such as internal medicine, pediatrics, dermatology, dentistry).
    • Emergency Room: Provide an equipped emergency room under the supervision of at least one resident physician.
    • Laboratory: An internal medical laboratory licensed by the Ministry of Health, equipped for basic tests.
    • Radiology Unit: A licensed radiology unit equipped with essential diagnostic imaging devices.
    • Pharmacy: Provide a licensed internal pharmacy within the complex.
  • Additional Requirements:
    • Insurance: Obtain medical malpractice insurance.
    • Accreditation: Obtain accreditation from the Saudi Center for Accreditation of Healthcare Institutions (CBAHI), which is mandatory for operation.

    • Laboratory and Radiology Unit: If required by the specialty, an internal medical laboratory and radiology unit licensed by the Ministry of Health must be provided.
    • Pharmacy: Provide a licensed internal pharmacy within the complex.
  • Additional Requirements:
    • Insurance: Obtain medical malpractice insurance.
    • Accreditation: Obtain accreditation from the Saudi Center for Accreditation of Healthcare Institutions (CBAHI), which is mandatory for operation.
    • Special Requirements: Certain specialties may require additional facilities not found in a general medical complex, e.g., minor operation rooms or recovery rooms.
