First: Requirements for Preliminary Approval
This stage aims to verify the investor’s eligibility and the site’s suitability before starting construction or renovation works.
- Legal Documents:
- Commercial Registration: The commercial registration of the facility must be valid and include the activity "General Medical Complex" or "Specialized Medical Complex".
- Ownership Deed or Lease Contract: Submit a copy of the ownership deed or lease contract for the site, with a lease period of no less than 15 years.
- Location and Plans:
- Municipality Approval: Obtain approval from the Ministry of Municipal and Rural Affairs and Housing for the site.
- Preliminary Engineering Plans: Submit preliminary engineering plans for the complex, certified by an engineering office specialized in healthcare facilities. The plans should show multiple clinics (dental, dermatology, physiotherapy, etc.), waiting areas, reception, restrooms, and emergency exits.
Second: Requirements for Final Operating License
After obtaining preliminary approval and completing the construction and setup works, the facility can proceed to this stage to obtain the final license.
- Engineering and Technical Requirements:
- Building Permit: Submit a copy of the building permit issued by the Ministry of Municipal and Rural Affairs and Housing.
- Civil Defense Approval: Obtain approval from the General Directorate of Civil Defense.
- Infection Control System: Have a comprehensive infection control system, including proper medical waste disposal according to standards.
- Accessibility: The complex must be easily accessible for people with disabilities.
- Specialized Staff:
- Medical Director: The medical director must be a Saudi national with a valid professional classification from the Saudi Commission for Health Specialties.
- Medical Staff: All healthcare practitioners working in the complex must have valid professional classifications from the Saudi Commission for Health Specialties.
- Equipment and Facilities:
- Independent Clinics: Each clinic must be independent and fully equipped according to its specialty, in compliance with Ministry of Health standards.
- Record System: Provide an electronic system for managing patient records.
- Additional Requirements:
- Insurance Policy: Obtain an insurance policy against medical errors.
- Accreditation: Obtain accreditation from the Saudi Center for Accreditation of Healthcare Institutions (CBAHI), which is mandatory for operation.
- Referral Agreements: The complex must have agreements with nearby hospitals to refer emergency cases.
